The Community Development Department shall be directly responsible for the administration, management, coordination and enforcement of the City's codes and ordinances relating to planning, zoning and building, including but not limited to, official City Inspectors, professional planners or planning consultants and other employees necessary to achieve the department's mission. The department shall be divided into divisions, including building and zoning and planning and development.

The 2017 Downtown Façade Improvement Grant Program is currently accepting applications. Since 2014 the program has awarded 12 grants to local business owners and it is anticipated that the City will award 5 additional grants in 2017.
Following the award of a grant from the Federal Home Loan Bank (FHLB) of Chicago the City is excited to announce the creation of the City of Streator Owner Occupied Housing Rehabilitation Grant Program. The program, funded in part by the City of Streator and the FHLB, will provide grants of 50% up to a maximum of $7,000 for home renovation costs that will promote the sustained livability or accessibility of owner occupied homes in the program area. This area is generally described as that portion of the City bounded by Stanton Street to the north, Lundy Street to the south, the BNSF railroad to the east, and the Vermilion River to the west. A grant application to the Abandoned Properties Program administered by the Illinois Housing Authority was submitted by the City in November 2016. If awarded, the potential $75,000 grant will be used to demolish vacant and abandoned residential properties in the City.
A grant application to the Brownfields Assessment Program administered by the USEPA was submitted by the City in December 2016. If awarded the grant would allow the City to assess and catalog the types and extent of hazardous waste contamination at all potential Brownfield sites within the City to allow the City to better plan for hazardous waste abatement.
